I am Frank Metayer, your Commissioner for the Board of Appeals and Advisors in Chula Vista. My mission is to enhance the quality of life for every resident by fostering a stronger, more resilient city through transparent governance, community engagement, and innovative leadership.

I’m honored to serve as a Commissioner at Large for the Board of Appeals and Advisors for the City of Chula Vista, where I work to address community challenges and ensure the voices of our residents are heard.

 

My journey has shaped who I am today. My family fled the hardships of Haiti to pursue a better life, and that experience taught me the value of strong leadership and the importance of giving back. It’s this perspective that drives my commitment to serving others and making a meaningful impact in the lives of those around me.

 

In my professional life, I’ve built businesses that reflect my dedication to helping people. I’m the founder of Apostille Near Me, a nationally recognized legal document authentication company, and the co-owner of Mercy Healthcare Services, a licensed home care agency providing support to individuals and families across San Diego. These ventures have allowed me to make a difference by simplifying critical processes and supporting people during important life transitions.

 

My leadership journey also includes nonprofit work. As a former member of the Board of Directors for the YMCA – Davis, La Mesa, and East County San Diego, and Chairman of the Annual Fundraising Committee, I had the privilege of working to expand the YMCA’s impact across the region. Together, we provided youth development programs, fitness and wellness initiatives, and essential community resources to thousands of families, making a meaningful difference in their lives.

 

My greatest joy and achievement is being a proud husband and father, always striving to instill in my children the values of hard work, compassion, and community.

My mission is simple: to lead with purpose, serve with integrity, and inspire others to create positive change.

Public Service & Entrepreneurial Experience

Over the past 10 years, my journey has taken me from successful entrepreneurship to public service, always with a focus on making life better for others. As a Commissioner I will advocate for smart growth, transparency, and community-driven decision-making. My goal is to collaborate closely with community members, business leaders, and fellow policymakers to shape a better future for our city. 

Community Engagement

Community is at the heart of everything I do. As a former board member of the YMCA in La Mesa, I’ve helped foster wellness and engagement for over 5,000 residents. My volunteer work and commitment to community service have been a cornerstone of my personal and professional life. I believe in empowering others through mentorship and leadership, whether through my business ventures or in public service.  

As a Commissioner, I’ve worked diligently to uphold the values of fairness, accessibility, and innovation in city planning and governance. My work involves resolving disputes, advising on key city policies, and ensuring that all citizens have a voice in our city’s decisions. Through my career as the founder of Apostille Near Me, I’ve gained extensive experience in legal document authentication and international services. I’ve also successfully led a home healthcare agency, licensed by the California Department of Health, which serves the elderly and disabled in our community. 

Key Issues

1. Affordable Housing: Chula Vista deserves affordable, accessible housing for families and individuals of all income levels. I am committed to working with city planners and developers to create housing solutions that meet our community’s needs without compromising our neighborhoods’ character. 

2. Public Safety: Ensuring the safety of our residents is a top priority. I will advocate for modernized police and fire services, with increased community involvement, training, and support. Public safety is about prevention, trust, and a well-prepared team of first responders. 

3. Economic Development: Small businesses are the backbone of our economy. I will support policies that encourage entrepreneurship, reduce unnecessary regulations, and provide resources to help local businesses grow and create jobs. I believe that Chula Vista can become a hub for innovation and growth. 

4. Education and Youth Programs: Our children deserve the best opportunities for education and development. I will work with local schools, after-school programs, and community organizations to expand youth resources, ensuring that the next generation has the tools they need to succeed. 

Solutions

For each of these issues, I am committed to:  

Collaborating with local leaders and residents to find inclusive solutions. 

Advocating for increased transparency and community input in policy making. 

Promoting long-term, sustainable growth that benefits all citizens. Accomplishments/Experience As a Commissioner, I’ve had the privilege of working on behalf of Chula Vista residents, making sure their voices are heard in decisions that impact our daily lives. 

Together, we can make Chula Vista an even better place to live, work, and thrive.
